Ms. Chen is responsible for formulating, analyzing, revising, and evaluating the program and fiscal impacts of major health and human services policies. This includes assessment of all policy, legislative, fiscal, and other issues affecting the Department of Health Care Services (California’s State Medicaid Agency), Department of Community Services and Development, and other related state departments and agencies.
