Senior Counsel, Kaiser Foundation Health Plan, Inc
Patricia Arzuaga, senior counsel at Kaiser Foundation Health Plan, Inc, (“Kaiser Permanente”), is a health plan lawyer and health information privacy expert advising Kaiser Permanente’s executive, operational, and policy leaders on health plan regulatory issues. With over 13 million members and two hundred thousand employees, Kaiser Permanente is the nation’s leading nonprofit health plan. Ms. Arzuaga serves as the organization’s lead health plan regulatory lawyer for its Mid-Atlantic market and advises executive leadership in setting strategy for delivering high quality, affordable health care for Kaiser Permanente’s members and in improving the health of the communities that Kaiser Permanente serves.
Across her 30+ year legal career, Ms. Arzuaga built her health law practice through successively responsible legal and policy positions at the U.S. Department of Justice, the U.S. Department of Labor, the Blue Cross and Blue Shield Association, the Groom Law Group, America’s Health Insurance Plans, and now Kaiser Permanente. She co-leads the Kaiser Permanente Legal Department’s diversity, equity, and inclusion (DEI) program, mentors other staff, and works with her colleagues to support a robust internship program that partners with colleges and high schools to provide professional opportunities to a diverse range of students.
Ms. Arzuaga currently serves on the Board of Trustees of Luminis Health, Inc., a not-for-profit health system providing care for 1.5 million people in Maryland’s Anne Arundel County, Prince George’s County, the Eastern Shore, and beyond. She has also served on the board of the Latin American Youth Center, a youth services organization that provides educational, workforce development, housing, and health and wellness services to over four thousand youth and their families in Maryland and the District of Columbia. And she has served on the Board of Directors of CASA de Maryland, a Latinx and immigration advocacy and assistance organization based in Maryland.
Ms. Arzuaga graduated with honors from Yale University with a BA in Latin American Studies and earned her JD from Harvard Law School. She is fluent in Spanish and proficient in Portuguese.
