Kristen Dubay is a health policy leader focused on meeting the needs of medically underserved populations. She serves as NC Medicaid’s Chief of Population Health. In this role, she oversees Medicaid care management programs, value-based initiatives, and the Healthy Opportunities Pilot, which connects beneficiaries to non-medical services. 

Prior to her work with Medicaid, Kristen was the Vice President of Value-Based and Managed Care Services with the NC Community Health Center Association (NCCHCA). There, she was responsible for strategic direction and operations of the Federally Qualified Health Centers’ Clinically Integrated Network. Kristen also served as NCCHCA’s Director of Policy and Governmental Affairs. She has experience in the academic environment, researching environmental harm reduction technologies at Duke University and researching state health priority areas with the NC Institute of Medicine. 

Kristen is a graduate of Georgetown University and Duke University, where she earned a Master of Public Policy.
