Alena Berube, MS, is the director of Health Systems Finance and Policy at the Green Mountain Care Board and a PhD student at The Dartmouth Institute for Health Policy and Clinical Practice. Her research focuses on the antecedents and consequences of high performing health systems, with a particular interest in the implementation of high-quality primary care for all. At Vermont’s Green Mountain Care Board, Alena leads a number of the state’s regulatory processes and policy development, including topics such as hospital and health plan budgets and Vermont’s all-payer ACO model. Alena came to health policy with deep experience in organizational science research as well as corporate and public finance, holding a Master’s of Science in Strategic Management and Entrepreneurship from the University of Maryland at College Park and a bachelor’s degree in Finance from Virginia Polytechnic Institute and State University.
