David Labby, MD, PhD, was the founding chief medical officer of Health Share of Oregon, the state’s largest Medicaid coordinated care organization from 2012 to 2015. At Health Share, Dr. Labby led a multi-stakeholder initiative to create a regional system of care for high utilizers involving primary care, hospital transitions teams, emergency departments, the Emergency Medical System, and mental health organizations. He practiced as a primary care internist and was medical director in both primary care and multispecialty practices before joining CareOregon, Oregon largest Medicaid managed care plan in 2000 as medical director. Dr. Labby is currently Health Share’s health strategy adviser. He received his PhD in cultural anthropology.
