Debra J. Lipson, a senior fellow at Mathematica, has more than 30 years of experience conducting comparative health policy analysis and qualitative research. She specializes in Medicaid and state health policy, managed care for vulnerable populations, and long-term services and supports (LTSS) for older adults and people with disabilities. She has directed numerous research and technical assistance projects for federal agencies and private foundations on a wide range of topics, including state oversight of Medicaid managed care programs, quality measure development, and innovative approaches to delivering LTSS. Before coming to Mathematica, she held senior positions at several research institutes in Washington, D.C., and worked at the World Health Organization in Geneva, where she analyzed international trade in health services and the effect of global trade rules on national health policies. She has published widely in peer-reviewed journals and holds a master’s in health services administration and health policy from the School of Public Health at the University of Michigan.
