Kevin McAvey is director of Manatt Health Strategies. With deep experience in economics and quantitative methods, he works with state governments, payers, and providers to create data strategies and build sustainable business intelligence capacity to advance their healthcare policy and program goals. Mr. McAvey also works with clients to collect, manage and analyze large datasets, and build quantitative models to predict the impact of health reforms on coverage, payment, utilization and costs.
Prior to joining Manatt, he supported the development of Massachusetts’ independent health care data agency. Under Mr. McAvey’s management, the agency brought the state’s All Payer Claims Database (APCD) online for ongoing analytic use and established first-in-the-nation cost drivers reporting. He has authored or coauthored over a dozen publications on health care coverage, cost, and payment trends and drafted numerous data specifications and regulations at both the state and federal levels. Mr. McAvey serves on the boards of directors for the Association of Public Data Users and the National Association of Health Data Organizations.
