Lisa Dulsky Watkins, MD, is the director and one of the founding members of the Milbank Memorial Fund’s Multipayer Primary Care Network, a consortium of 18 state and regional multipayer programs designed to transform primary care. She is the former Associate Director of the Vermont Blueprint for Health at the Department of Vermont Health Access. At the Vermont Blueprint for Health, where she served from 2008 to 2013, Dr. Dulsky Watkins was also Chief of Operations, where she managed a multimillion dollar budget and was a liaison to Vermont’s health system community (medical providers, hospitals, allied health professionals, key public and private sector stakeholders, and community members) as the comprehensive reform program was implemented throughout the state. Prior to that, she was a researcher at the Vermont Program for Quality in Health Care, Inc., and a medical content reviewer at Problem-Knowledge Couplers Corporation.
Dr. Dulsky Watkins serves on a number of committees and advisory groups, including as cabinet member of the Advocacy and Public Policy Center of the Patient-Centered Primary Care Collaborative; the Patient-Centered Medical Home Advisory Committee of the National Committee for Quality Assurance; and the Best Practices Innovation Collaborative of the Roundtable on Value & Science-Driven Health Care of the Institute of Medicine of the National Academies.
A former primary care pediatrician in Vermont, she is a frequent guest lecturer, presenter, or panelist at academic, state, and national health care reform and policy conferences.
