Nora Leibowitz, MPH, is the chief strategy officer for CareOregon. In this role, she informs planning across all seven lines of business, including two coordinated care organizations, Portland metro area health plan services, a tribal care coordination program, dental plan, Medicare Advantage plan, and in-home palliative care and primary care services. Ms. Leibowitz has more than two decades of experience in health care policy, with a special focus on Medicaid and exchange program development, operational improvement, and stakeholder engagement.
Previously, she served as a principal consultant at Health Management Associates where she led strategic planning, market analysis, program development and evaluation for insurance carriers, state governments, provider organizations and community-based organizations in Oregon and nationally. Ms. Leibowitz earned her master of public policy degree at the University of Chicago, where she also received a certificate in health administration and policy. She completed her bachelor’s degree at Reed College.
