Susan C. Reinhard, R.N., Ph.D., is the co-director of the Rutgers Center for State Health Policy. She also directs two national initiatives to support and stimulate state policy and program development: the Community Living Exchange Collaborative at Rutgers, which helps states that are funded by the Centers for Medicare & Medicaid Services to design long-term care that enables older adults and people with disabilities to live in their homes and communities; and the State Solutions program of the Robert Wood Johnson Foundation, which seeks to improve enrollment in the Medicare Savings Programs.
Earlier, Reinhard was executive director of the Center for Medicare Education at the Institute for the Future of Aging Services in Washington, D.C. During 1996–99, she was deputy commissioner of the New Jersey Department of Health and Senior Services, where she spearheaded the consolidation of all senior services into one state department. She supervised quality oversight of long-term care facilities and services; initiated community-based programs, including NJEASE and Community Choice Counseling; and directed the statewide pharmaceutical assistance program for seniors and people with disabilities.
Dr. Reinhard’s background includes clinical care, education, research, policy development, and state governmental relations. She is a fellow in the American Academy of Nursing.
