Milbank convenes state primary care leaders to learn from one another, hear from subject-matter experts, and share resources and lessons on policy strategies to advance primary care, including investment, workforce, and payment models. These networks bring together representatives from Medicaid agencies, primary care advocates, and state policy leaders, creating a space for champions of primary care to learn from and support each other.

In partnership with the Primary Care Development Corporation and the Commonwealth Fund, Milbank supports the Primary Care Investment Network, or PCIN, which aims to increase investment in primary care by supporting state policies that direct a greater share of commercial, self-insured, and Medicaid spending toward primary care services. The Network connects state advocates and policymakers, fosters collaboration and knowledge-sharing across states, and builds leadership capacity to support initiatives to increase primary care funding.
Building on its history of convening state Medicaid agencies involved in federal payment models, Milbank brings together Medicaid agencies from the eight states that participated in the Center for Medicare and Medicaid Services Innovation Center’s former Making Care Primary model to continue sharing information on payment approaches.
Milbank hosts quarterly meetings of state agency representatives, state advocates, and policymakers interested in advancing Medicaid payment reform for primary care.
Milbank partners with the National Academy for State Health Policy (NASHP) on this network, which was built around our jointly published primary care policy menu. The Learning Network provides a forum for state officials to share promising state approaches for strengthening primary care systems, with a focus on the unique challenges facing rural communities.
