Remembering Gail Wilensky

It is with great sadness that we mourn the passing of Gail Wilensky, an esteemed member of The Milbank Quarterly’s Editorial Advisory Board.

Gail’s contributions to US health policy cannot be overstated. As a leading economist and senior fellow at Project Hope, she authored numerous articles, briefs, and policy proposals on health care reform that helped to shape the evolution of the Medicaid and Medicare programs as well as the implementation of the Affordable Care Act (ACA). She served in multiple leadership roles within the federal government, including intramural research division chief in the National Center for Health Services Research (now the Agency for Healthcare Research and Quality), administrator of the Health Care Financing Administration (now the Centers for Medicare and Medicaid Services), and trusted health policy advisor to President George H.W. Bush.

Gail was a long-time contributing writer for the Quarterly, producing insightful and instructive opinion pieces on various health policy topics. She was indefatigable. Her most recent opinion piece, published in February of this year, was a thoughtful reflection on the remarkable robustness of the ACA marketplaces over time.

She was a valued advisor and friend to the Quarterly and the Milbank Memorial Fund, whose warmth, intelligence, and significant contributions to the field will be missed by all who knew her.
