Behavioral Health Director, Oregon Health Authority
Ebony Clarke, Behavioral Health Director for the Oregon Health Authority (OHA), is a licensed clinical social worker. She has 25 years of experience in both the publicly funded and non-profit behavioral health arena influencing policy, applying an equity and consumer lens, developing services and supports, and providing leadership, organizational development, people management, and equity and inclusion expertise. Ebony joined OHA at the end of February 2023 after working for 13 years for Multnomah County, where she served as the Behavioral Health Director and in several other leadership positions. Ebony earned a Bachelor of Arts degree from the University of Oregon in Community and Human Services in 1999 and her master’s degree in social work from Portland State University in 2001. Ebony’s mission is to build and support a continuum of care that yields equitable and quality services to promote individual, family, and community healing and well-being.
